Is this a Safe Practice?
MARS Report 200432

A cruise ship had just entered a harbour in the Caribbean in fine weather with no wind. She was manoeuvring to berth port side to and had to make a 180 deg turn to starboard. Just before she started this turn, which was made under her own power, one of the three lifeboats, which were swung out on the port quarter, was lowered. When it reached the water, the ship was well into her turn with, apparently, both engines going ahead and full starboard helm. The lifeboat crew started the engine and released the falls but were unable to motor free for a minute or more because the lifeboat was held against the ship's side by the transverse motion of the ship's stern. Two further lifeboats were launched after my view was blocked.

One does not need a vivid imagination to see the possibilities for a serious accident!
