A humorous report with a serious message

I was not aware of a Canadian modification to the COLREGS that requires the operator of a US flagged power boat when proceeding up a narrow channel on the wrong side to wave his arms rapidly in a horizontal plane indicating "I am larger than you and intend to run you down if you do not move".

Perhaps you are familiar with this new Rule that seems to apply to vessels that nearly collide with one another and requires them to reverse course and to try again immediately danger is passed? Again, I am not sure if this is International or merely a Canadian or US modification.
