Steaming roughly NE towards the North end of Rodos we already had to call two small freighters who were trying cross ahead of us from port when a third tried the same thing.

After repeated calls on the VHF and flashing of the searchlight we finally made radio contact and were informed that he could not alter course because he was "carrying dangerous cargo". With the ARPA showing a CPA of close to zero, we altered course. Is there a page missing from my copy of the COLREGS?
