The work of a Harbourmaster encompasses a wide range of disciplines, and this scheme is meticulously crafted to prepare participants for the diverse challenges they will face in their future careers.

By completing all the assignments and the case study included in this scheme, participants will gain a thorough understanding of the various duties associated with the Harbourmaster role. These duties span across regulatory compliance, effective management, financial oversight, strategic planning and development, customer and commercial relations, and human resources management. Each of these areas is crucial for the successful operation of a harbour, and our scheme ensures that participants are well-versed in all aspects.

The accompanying publication, "The Work of the Harbourmaster," provides detailed guidance on these topics, serving as an invaluable resource throughout the course. This publication, combined with the practical assignments and case study, offers a holistic approach to learning, ensuring that participants are not only knowledgeable but also capable of applying their skills in real-world scenarios.

Modules

Module 01: This first compulsory assignment is to ensure that you have an understanding of the statutory requirements and limitations of the position in the context of the country or region where the Harbourmaster position is situated.

Module 02: After completing this section you should have a better understanding of pilotage and the statutory requirements of practical marine operations in the port.

Module 03: This is to ensure that you understand the requirements and need for capital expenditure in ports.

Module 04: This section requires a practical understanding of possible emergencies and response options that could occur in your port.

Module 05: This learning outcome is to ensure that you have a good general knowledge of the pertinent safety legislation in your jurisdiction and a basic understanding of investigation procedures.

Module 06: This outcome is to show that you have knowledge of media management, public relations, and communication.

Case Study/Final Assignment: This will indicate that you have the ability to research a subject in greater depth and to succinctly explain and describe in detail the outcome of your research. Careful thought should be given to both content and presentation including references. Many seagoing officers may not have much opportunity to observe the work of Harbourmasters. However, every opportunity should be taken to visit and observe the work of Harbourmasters when possible so essay topics can be thoroughly researched.
Duration
This is a self-study scheme, it is designed to be completed within 12 - 18 months, however the length of study depends on participants own circumstrances. 
Assessment

Assessment

Each unit requires submission of completed assignments. Assessors will review your submissions and make a decision about whether there is evidence to show that unit learning outcome has been met or exceeded.

Uploading of your folio of evidence is the final part of the process after study and investigation. It is important that you are happy with your work before uploading and that you have completed the necessary research and investigation. The assessors will not be unreasonable when assessing your work but will be looking for evidence that the learning outcomes have been met.

It is important for you to understand that it is not the standard of written English that is being assessed. All that is required is for you to demonstrate, through what you have written, an understanding of what is required from each assignment from the viewpoint of an effective harbourmaster and that what you have written can be clearly understood.

When the assessors are considering uploaded work, they will be mindful that, in some cases, the quality of uploaded work may exceed that expected and be worthy of publication. In this case the candidate, and if appropriate, their company, will be notified.

Before the award of The Nautical Institute Harbourmaster Scheme, your final project will be assessed and discussed in depth. You will be required to demonstrate significant depth of understanding of an important issue related to your role as a Harbourmaster that you are able to present and discuss with authority.

On completion of the on-line interview, the assessor will the make a final determination on your suitability for the award of the Harbourmaster certificate.
